The purpose of this project is to provide a new Entry Control Facility (ECF) at Gate 5 located at Marine Corps Recruit Depot (MCRD) San Diego, CA. These upgrades will provide the Antiterrorism Force Protection (AT/FP) and Physical Security measures required for current security and terrorist threats. This ECF will serve the Base as a primary gate. Construction will consist of the following: hardened Visitor Center, cable reinforced fencing, entry swing gates, hardened Gatehouse, hardened Guard Booths, Overwatch Tower, duress alarm system, overhead canopy above the Guard Booths for vehicle processing with security lighting, Truck Inspection Canopy with security lighting, signage and LED lane control signal lights, LED electronic billboard, elevated access control lane islands with bullnose protection and tandem processing points, inspection and rejection turnaround area for privately owned vehicles (POV), shade shelters for vehicle inspector and POV occupants, active and passive vehicle barriers, crash rated drop beam barriers, motorized sliding gate, traffic control arms, traffic signalization, emergency generator and all necessary utilities and pavements. The existing gate facility guard booths, truck inspection facilities and building 230 are inadequate and will be demolished as a part of this project. Temporary traffic routing, security fencing and traffic control for on-base and public right of way traffic is required. The project will include the infrastructure to support a future CCTV system to validate vehicle, driver and pedestrian credentials before access is granted. The new ECF shall also meet the requirements of the Green Building Council for a LEED Silver project.
